I misread your OP with regard to the capture program, sorry.
Have you tried just monitoring the audio from the 3DS with headphones while using the capture program and/or just having it plugged in? Just a thought.

Well, you mentioned that you didn't have the filter. I believe the tones you're hearing are what the filter will remove. Without it, you could use software to remove the noise. For constant tones like that, a program like Sound Soap, or the noise removal/repair in Adobe Audition would work wonders. ...

The new, lighter/thinner Vita also doesn't seem like a great idea. The downgrade on the screen is a turnoff, and frankly, for the power it offers I don't see the Vita as being that big.

I'm not really sure if this answers your question, but the price for the capture board installation is $255, and it's unlikely that he'd install it for $140.
Also I'm not sure what the Nextbook talk was about then, if you have a PC with Windows...
