You could use OBS to capture the video and record to mp4 format that way.

Loopy is not currently offering boards/installations for 3DSes. His most recent post (viewtopic.php?f=3&t=5400) shows that he is working on offering them again at some point in the future, so just keep an eye out for updates.

It's been a while since they've been available from Loopy, but Loopy posted over here last week, so hopefully soon!
