Alternative Software?

Is there any software other than the one Loopy supplies to capture my 3ds screen?

I don't think there is, although I thought about porting Cute 3DS Capture to windows. (I assume you are looking for an alternative for windows. If you need a software for Mac or Linux, C3C might be what you're looking for.)

No. OBS can't directly connect to the capture card. You would still need some kind of software to show the video - loopys software. OBS can only do the recording/broadcasting of that software.
