If you mean he'll sell the EU or JPN 3ds with the capture cards preinstalled, I don't think he can.

If you mean if you're able to send your EU or JPN 3DS for Loopy to install the capture card, yes.

If you send it to him, he'll install it.

It works fine for other region 3DSs.
