He doesn't sell them with the capture board preinstalled anymore really, so your best bet would be to get a used DS and order the board installation when they come back in stock. He should have some in a few weeks according to this post: viewtopic.php?f=3&t=2832#p13227

It won't accept payment if you click through. It'll connect to PayPal but then will give you the message: "Sorry, DS with capture board preinstalled isn’t available at this time."

Loopy has stated before that it's harder for him to take the time to find pre-owned DS consoles for pre-installations. He used to offer it, but it was a long time ago.
