Video Stuttering on Intel GPUs?

I noticed that, on Intel GPUs and Nvidia GPUs, the video feed will often go out of sync and stutters. Is this something that is planned to be fixed in the future? Maybe triple buffer Vsync and/or exclusive fullscreen in the application would help? I did try using the native 3DS refresh rate of about 59.834Hz with my display, though it didn't seem to help.
