I find that to be a big struggle actually haha. It's hard to pick between bilinear and Point. I find Bilinear is quite blurry and Point makes it nice and clean and more vibrant looking but on the other hand point makes it more blocky and bilinear makes it smooth >.< I'm testing some post options now with both.
For best results you want nearest neighbor (blocky) with a layer mask to fix the blocky look a bit. I think premiere has something called smart sharpen that gives controls such as radius and threshold. Also I think there is a softness filter for simplicity that fixes the blockyness a bit in exchange for a bit of loss in quality.

Also don't forget to scale by a factor of 2 or it will just look awful.

I spoke with the fellow who made the video you linked to, and he said he used Bandicam.

He didn't go into specifics or anything, and I'm sure the info Loopy and others have given will help more than I can :P
