if i have a 3ds european can i play with american players online?

I know that Animal Crossing New Leaf, for example, has capabilities for playing with people from all regions, so I'm fairly certain that this is true for most games that are available in all countries. There may be titles that are region specific, so you would not be able to play with people from other countries as they may not own the title. There are also games that may only use local wireless, in which case you won't be able to play with anyone unless they are in the same room. Also, from what I understand, loopy's board does not affect any of the DS capabilities, so even with a board, you should still be able to play with people from all regions provided the game has that capability.
