Since the SD the 3ds came with was only 2GB I am trying to upgrade to a new 16GB one but I am unsure how to transfer the data off of the 2GB?
Is there now way to access the card through the 3ds with the capture card cord??
I really dont want to spend $20 on a USB SD card reader? Any help would be nice

You cannot access the SD Card via any cable as the 3DS does not support that.
To upgrade you can simply copy data from SD card to your PC/MAC and copy it back onto the new SD card.
You will though new a SD card reader to access the data.

Yeah, unfortunately you need a card reader. Maybe a friend has a laptop/desktop that has a built-in reader? The process itself is pretty fast once you download the suggested program: http://en-americas-support.nintendo.com ... n-sd-cards
