3DS not showing on PC

Hi there,
I recently have come across a problem. When I plug my 3DS into my PC it comes up with "Unknown USB Device (Device Descriptor Request Failed)"
I have tried restarting, uninstalling, using a different PC but have had no luck and using a different USB cord.
I was wondering if you thought it could be the USB connector failing? If so do you think loopy will repair it for me?
