My question is do I need to go buy an old 3ds and send it in or can I just buy the complete package from loopy without sending one in? I do not have an old 3ds, that is why I'm asking

Loopy is not currently selling pre-installed capture card mods. You'll have to find one and send one in to him. He used to offer pre-installed, but now that regular 3DSes are harder to come by, it was taking too much time for him to source them himself.

They're pretty easy to come by from a GameStop or eBay or whatever. Good luck!

worst case scenario, local pawn shops will have a few systems themselves, ive run a few ranging from 70-100, "occassionally" you COULD attempt to convince to sell their models maybe at least 10 or 5 dollars cheaper.

People have bought a 3DS online and had them delivered directly to Loopy as well in case you want to save time/delivery costs. Just make sure you inform him if you go that route.
