Looking for a New 2DS/3DS Capture device

Willing to pay between $200-400 for a New 2DS or 3DS with a hardware capture card in it and ideally softmodded so that it can play all region's games.

If there is some homebrew to allow controller input (PS4 controller) that would be ideal as well. :)
