White Flashing On A New PCie Card

Hello,
I just bought StarTech 4 USB Gen 3.0 PCie card that has a Sata connection to the PSU. I installed it with the cord to the power supply but I can get only up to 2 DS Capture Cards to work until I add a third one it starts to flash all of them. I want to get it to work with all 4 of the USB ports on the PCie card. Thanks for all the incoming help.

Do not plug all 3 into the PCI-E USB 2.0 Card you installed. There is only so much transfer rate on that port. My recommendation is if you can get 2 to work, plug the 3rd into another usb on the motherboard of your desktop.
