Unknown Device on Windows 10

Hello Everyone!
My name is Joe and I never really thought I would be here today. I received my 3DSXL with a Loopy card today, installed by EvoCapture in the UK. Picture Below:

I downloaded the 3ds software and plugged in my 3ds and nothing happened. Looked up a YouTube video to see what I was missing and the guy just plugged his in and it worked so I did more digging and came around to this forum. I installed the drivers using the .exe, restarted, and again no change to the black screen. After more digging, I found out that windows sees my 3DS as an unknown device. Pictured here:

So I uninstalled the driver, restarted, then plugged in my 3DS to manually install the driver. This is what I see when I attempt to do that:

I then restarted my computer to deactivate automatic device driver signatures, but that has seem to change nothing. I also tried to 'Install a Legacy Device' and select the 3ds.ini file and I get the x64 error. Here is a screenshot of that:

I have tried every USB on my laptop, as they are all 3.0. I have 2 USB hubs, 1 with 2.0 and none of them worked. I have tried my roommates desktop and have done all the same steps, using the 2.0 USB and that didnt have any changed. I tried another laptop, all the same steps, and that didnt work. I tried making sure my 3ds was the only USB plugged in and that didnt change anything.

I have read every forum post about this issue and none of those resolutions have worked so Im just at a total loss. I am on a Windows 10 machine that is fully updated and have checked if all the drivers need updates. Any and all advice is appreciated.

The only board Loopy has produced as of now is for the original 3DS, non-XL. Optimize produces the boards for most other models right now, so you'll need their software here: http://non-standard.com/ols/n3DSview_ver701_r6.zip
