Charging USB C mod for the New 3ds xl capture card ?

It is indeed possible. Loopy did it with the early boards, you can see it in the last two pictures on this page here: https://3dscapture.com/tmp/n3ds/
However, he also said that it could draw a little too much power from a USB 2.0 port, since it would be powering the board and charging the console at the same time. Depending on your computer, this may or may not be a problem for you.
I'm also guessing that the board would be getting power every time you plug any charger into the console, so in theory, it may actually cause the 3DS to charge a bit more slowly. But I could be mistaken about that.
