USB-C Charging Questions

I have a few questions about charging via the USB-C port on the capture card.
1) Is it okay to both plug in the charger and charge via the USB-C port at the same time?
2) How much power will the USB-C port draw from the host device is it able to charge and capture at the same time? Is the USB-C charging limited by a USB A to C cable?
