Hey there,
I just sent in two 3ds's to get capture cards installed in them. I tested them out today on both my PC and my laptop, and am having the same flickering issue with both of them. I've tried some different cables as well. I'm not really sure what to do right now, but I'm a little disappointed I couldn't just have them working on arrival. Here is a video of what it looks like:
