If you're looking to downgrade, it is possible to do so from 10.4/10.5/10.6/10.7 as well. In 10.6/10.7 however, you'll need OoT or Cubic Ninja to enter Homebrew Channel as the other methods were patched.

According to merki (Tecd0c) on Pages 7 and 8, yes, Loopy will still be selling the regular 3DS capture boards (as well as regular DS capture boards) along with the New 3DS XL capture boards.

I too was hoping that Loopy would be able to create a capture board for the regular New 3DS. It's very tempting to pre-order the Pokemon New 3DS right now, but I'll definitely hold out on buying a New 3DS XL + capture board from him directly.
