Any Charger works, I'm even charging my Japanese 3DS in Europe every day, using an European Charger with no problem!
Since you're in the UK, you're using a different Charger.
Only the form factor is different, but other than that, it's exactly the same as the European one.

If you have 2 PC's side-by-size, use that technique.

It could also be a misconnection with a Cable.
