New 3DS Capture Software not wanting to install?

I got the New 3DS XL capture card earlier this month and it works great. Recently though I had to get a new computer because my old one quit on me and I tried to reinstall the software for the New 3DS XL Capture Board but when I open the program a message pops up saying "Windows cannot access the specified device, path, or file" error when you try to install, update or start a program or file". I've tried changing permissions but nothing seems to work, the DS and regular 3DS capture software works fine though, does anyone have any ideas?

I'm not sure what that means. I'd redownload it. Maybe try saving it somewhere else?
There's nothing to install, you just run it.

Oh, I'm sorry, I didn't do a good job describing the problem. I redownloaded the software on the new computer and it wont run, the "Windows cannot access the specified device" message pops up whenever I try to open the software.

Maybe some malware protection thing preventing it from running?
